Why recruiters in Nepal fail to be punctual, but expect the same?

Over several interviews, I was expected to be on time; because we value it immensely, mentioned the hiring managers. I always appreciated their time slots with regards to the hectic schedule they might encounter, in their day to day office work. Thus, I made it always prior to the fixed time, alloted to me. 

But to dismay, I have experiences of waiting for hours at some organizations; as if the applicants time is none of their concern. At such times, I find utterly confused of the statement they make, and see a lack of concern for the applicants punctuality. 

This makes me ask, "Is punctuality not a reciprocal agreement?" If this is not the case, then organizations need to reform their value for time, with regards to the applicants precious time, as well. Expectations might arise from both sides, and be valued and mutually agreed upon. Thus, it is my humble request to the organizations to take a step ahead, to be considerate of the applicants time too.
